Strategic Leadership Development:
Making a Difference in Reproductive Health

Strategic
leaders can create consensus among major stakeholders on organisational
vision and strategy by advancing its mission through strategic planning
and organisational and leadership development.
In the context of HIV/AIDS programme, strategic
leadership may be the missing piece in RH programme effectiveness
especially when addressing the crucial linked response of RH and
HIV/AIDS. As for accelerating improvements in RH, a strategic leadership
development initiative (SLD) in Asia was proposed with the rationale
that a systematic approach to results-based implementation may be
the catalyst for accelerating policy and programme actions to significantly
improve RH.
Seminar on
Strategic Leadership of HIV/AIDS Programmes
In 2003, ICOMP organised an international seminar
on Strategic Leadership of HIV/AIDS Programmes in Uganda. Funded
by UNAIDS, UNFPA, WHO, Sida and CIDA, it was organised in collaboration
with the Eastern and Southern African Management Institute (ESAMI),
Population Secretariat in Uganda, the Ugandan AIDS Commission and
the Regional AIDS Training Network. Six major themes reflecting
leadership and programme challenges in HIV/AIDS and RH programmes
produced better understanding of how innovative approaches could
bring positive outcomes as well as new leadership insights and skills
for improving HIV/AIDS programme.
Overall, most participants felt strongly that they
understood strategic leadership requires special personal skills
and competencies, and what implementation of it would entail. They
also found that the leadership skills and knowledge acquired from
the seminar discussions and the skills workshop to be highly beneficial
and practical.
