Philippine Legislators’ Committee on Population and
Development Foundation, Inc. (PLCPD)

The Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) is a non-stock, nonprofit, membership-type organization established in September 1989 by a group of progressive legislators from the Senate and House of Representatives.

Committed to working with and among legislative bodies from the national down to the local level, PLCPD primarily works within the halls of Philippine Congress, developing policy champions and generating viable, responsive, and people-centered public policies on population and human development. These policy issues include: population and development, reproductive health, public health, governance and fiscal reforms, gender equality and equity, environmental concerns, education, agrarian reform and rural development, trade and investments, labor, housing and urban development, child rights, and human rights, among others.

Engaging a wide and diverse range of individuals, groups and organizations, PLCPD has, through the years, become an empowering institution, harnessing the people’s active participation in policymaking.

It endeavors to equip civil society on policy advocacy and serves as a conduit for them to actively engage the legislature. In so doing, PLCPD also takes an active role in shaping public opinion.

Improved quality of life for all Filipinos through population and human development legislation.

Mission
• We shall advance substantive population and human development policies at the national and local legislative levels.

• We will establish partnerships and create avenues towards broadened people’s participation in advancing responsive legislation on population and human development.

• We will strive to raise the awareness of the general public to encourage their active participation in promoting population and human development legislation.
